Foreign Office, February 6, 19090 | APR OC I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 3rd instant, requesting that His Majesty's Minister at Peking may be instructed to press strongly for the fulfilment of the obligations entered into by the Chinese Government in the Preliminary Agreement of 1898 for the construction of a railway from Pukow to Sinyang.
In the opinion of Sir E. Grey, the present would not be a favourable moment for pressing on the Chinese Government the carrying out of these obligations, in view of the negotiations which are now proceeding for a loan for the construction of the Canton-Hankow Railway, and also in view of the reluctance shown by the Chinese authorities at present to allow the materialization of any railway scheme involving definite control on the part of the concessionnaires.
A copy of your letter will, however, be sent to Sir J. Jordan, for his information and consideration, and for any action which he may consider desirable.
